To qualify, applicants must:

• Be sixty-two years of age or older, OR
  Under the age of sixty-five and certified* as disabled.
  
  
• Have earned no more than the annually published area income limits.
  
  
•  Show a proven ability to pay the full contract rent.
  
  
• Be able to live independently.

*Disability certification is typically provided by the U.S. Social Security or Veterans Administration.
